PARIS21 is looking for Regional Programme Co-ordinators to join the Partnership in Statistics for Development in the 21st Century (PARIS21) and play an active role in strengthening on-going country and regional activities in (a) Africa and the Middle East as well as (b) Latin America and the Caribbean.


Regional Programme Co-ordinators will contribute to the implementation of the Busan Action Plan for Statistics for which PARIS21 is the Secretariat and the related PARIS21 work programme. They will assist partner countries in:

  • Designing and implementing their National Strategies for the Development of Statistics (NSDSs).
  • Raising awareness and sharing knowledge on statistical capacity development in a quickly changing environment.
  • Liaising with the general monitoring/results agenda, and
  • Developing and implementing new capacity building strategies emanating from other regions and or other PARIS21 work streams such as IHSN, ADP and the Data Revolution.

The selected candidates will report to the PARIS21 Deputy Manager. They are also expected to contribute to cross-country and cross-sector work with other Regional Programme Co-ordinators, consultants and other staff of the PARIS21 Secretariat.


The positions are based in Paris and will require extensive travel. Those positions are opened to nationals of OECD member countries and nationals of countries eligible to receive Official Development Assistance (ODA), as set out by the Development Assistance Committee (DAC List of ODA recipients).


Main Responsibilities


Strategy development process

  • Facilitate the design, funding and implementation process of NSDSs at country and regional level.
  • Disseminate and promote the new PARIS21 guidelines on NSDS.
  • Ensure that NSDSs act as a reference framework for national statistical system (NSS) stakeholders and the community of technical and financial partners.
  • Ensure that priority sectors are appropriately mainstreamed into the national strategies.
  • Ensure that statistical capacity development feeds into effective policy making for poverty reduction.
  • Assist countries in responding to Post-2015 statistical challenges.

Knowledge sharing

  • Contribute to the development of new institutional frameworks for statistical capacity development in the context of open and big data movements.
  • Contribute to the development and dissemination of advocacy material mainly at country and regional level.
  • Develop new forms of dialogue between data users and producers at various levels.
  • Organise/facilitate events and develop tools to promote a better dialogue between all types of users and producers of statistics.
  • Contribute to knowledge sharing across the partnership through various means such as peer-review learning and the use of modern technologies.
  • Assist in the implementation of data dissemination activities.
  • Contribute to the development of sectorial and monitoring indicators.

Partnership and studies

  • Promote a better co-ordination at the national level by supporting the establishment of national partnerships for statistical development between developing country stakeholders and technical and financial partners, in compliance with the Paris Declaration principles and the wider Busan agenda.
  • Establish and maintain professional contacts and build networks with officials in various instances at country, regional and international level: national statistical offices, ministries, bilateral and multilateral development partners, international organisations, private sector, etc.
  • Contribute to the studies and task-teams when appropriate.
  • Contribute to the overall reporting activities of the PARIS21 Secretariat.

Other tasks

  • Contribute to the other activities of PARIS21 upon request from the management such as fundraising, liaising with key partnership stakeholders and dissemination / outreach activities.


Ideal Candidate Profile

Academic Background

  • An advanced university degree (Master’s or PhD) preferably in statistics, economics, development or another relevant discipline.

Professional Background and Key Competencies

  • A minimum of three years of experience, preferably 5 years and above, in development related issues with a focus on statistics and experience in statistical development in developing countries.
  • Experience in survey development and implementation would be an asset.
  • In depth knowledge and experience in project management.
  • Familiarity with fundraising strategies.
  • Strong interpersonal skills, with a proven ability to work effectively with multicultural teams and the ability to interact effectively with delegations, authorities in member countries, and experts in the field.
  • Good judgment in dealing with complex and implementation issues.
  • Knowledge and experience working within international, multilateral or bilateral agencies. Knowledge of financial and technical partners’ intervention mechanisms would be an asset.
  • Knowledge of one or several of the regions covered by the PARIS21 Secretariat. Experience of working in/with these regions would be a definite advantage.


  • Proficiency with standard MS software.


  • An excellent command and excellent drafting skills of one of the two official languages of the Organisation (English and French) and a very good working knowledge of the other.
  • Excellent command of another language used in the regions covered by the PARIS21 Secretariat (e.g. Portuguese, Spanish or Arabic) would be a definite advantage.

Contract Duration

One year fixed term, with the possibility of renewal.


Note: The different steps of this recruitment process will be carried out between mid-July and early August. Shortlisted candidates will be required to take a written test.


What the OECD offers

Depending on the level of experience, monthly salary starts at either 5,439 EUR or 6,711 EUR net of French taxes plus allowances based on eligibility.


Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
