The Asian Development Bank's Economic and Research Department adopted a new long-term, institution-building approach to statistical capacity building (SCB) in January 2006. Four countries were retained to pilot this new approach: Afghanistan, Mongolia, Nepal, and Timor-Leste.

From 15-16 May 2007 in Manila, the ADB convened an inception workshop to provide an overview of the new ADB strategy and to launch the country diagnosis phase of the project. PARIS21 participated in this event, authouring a paper and delivering a presentation on advocacy.
