In collaboration with the Ministry of National Economy of the Sultanate of Oman and the League of Arab States, PARIS21 organised the Second Forum on Statistical Capacity Building for Arab Countries from 18–21 September 2005 in Muscat, Oman. This forum was a follow-up to the September 2003 Forum on Statistical Capacity Building for the Arab Region in Amman and the December 2004 NSDS preparatory meeting held in Cairo.

As many countries in the region already have some form of strategic plan in place, the objective of this forum was to help identify the successes and constraints to implementation of these plans, to share experiences, and to assist in finding solutions to any obstacles that may exist.
