At the PARIS21 Board Meeting in 2014, members agreed to carry out a “light touch” evaluation to assess key issues that are relevant to determining PARIS21’s future direction. The principal aim of the 2015 evaluation was to consider the best way forward for PARIS21 and in turn, provide the base to draft the new Strategy for the period 2016-2020. The evaluation took stock of achievements of PARIS21; identified bottlenecks/ weaknesses and missing activities; carried out a light touch assessment of the current governance structure including the relationship between the partners and the secretariat; and provided a few recommendations and ideas for the development of a new strategy. The overall conclusion of the evaluation was very positive. PARIS21’s relevance and performance over the past 15 years was strongly commended, and there was a clear demand for the partnership to continue its work, and expand it, into the future.
The principal aim of the 2009 evaluation was to consider PARIS21's original vision, reflect on progress toward achieving that vision, and look to the future and consider how best to continue the work of PARIS21 beyond 2009. The evaluation reviewed progress towards the partnership’s goal and purpose, relating to the use of statistics to inform development policy decisions and implementation; and towards developing a culture of evidence-based decision-making. The evaluation was based on a review by an independent evaluation team, which reported to an Evaluation Reference Group (ERG), comprising the PARIS21 Bureau, along with representatives from the OECD/DAC evaluation team and other external evaluation experts. At the Steering Committee meeting in June 2005, members agreed on (1) a light evaluation of the impact, relevance, effectiveness, and efficiency of PARIS21, which would also consider the future of the Partnership after 2006, and (2) the establishment of a Review Group to drive the process, aided by an external facilitator. The final version of the evaluation report was presented at the April 2006 Steering Committee. In light of discussions and the results of the evaluation, the chair of that April 2006 meeting concluded that Steering Committee members viewed PARIS21's work as having been quite successful and adaptive to evolving needs. In July 2003, the PARIS21 Steering Committee reviewed the results of an independent evaluation which looked at the progress of the PARIS21 initiative against its objectives since its inception in 1999. Many partners and other stakeholders in PARIS21 were interviewed worldwide. The evaluation concluded that, in light of the promise the initiative had shown over the previous three years and the scale of the challenges ahead in improving developing countries' response to growing data needs from Poverty Reduction Strategies and the monitoring of Millennium Development Goals (MDG) achievements, PARIS21 should continue for an additional three years.
