Countries around the world urgently need more and better data, analytical tools and information to create solutions to the climate crisis. While much of the data already exists, it is often difficult to find, access, and put to use. A more integrated and flexible system is essential to help countries untangle and unlock the many extant and new interwoven strands of data and put them to good use on tackling the climate crisis. This system needs to not only support better climate reporting, but to drive progress on urgent climate mitigation and adaptation needs.
This scoping paper is meant to serve as a first step in the journey to achieve such a system. It introduces the concept of a climate change data ecosystem (CCDE) that can better leverage synergies for more effective data-driven climate action and reporting. It describes the need for such an ecosystem, outlines principles and practices that can help develop an effective CCDE and suggests first elements of a country assessment tool supporting the production and use of climate change data, with a particular focus on adoption in low-income countries.
