PARIS21 was invited to present a keynote and paper during the 15th Conference of International Association for Official Statistics (IAOS) held in Abu Dhabi, UAE on 6-8 December 2016. The Conference was attended by statisticians and practitioners in the field of official statistics. The theme of the Conference The Spirit of Official Statistics: Partnership and Continuous Innovation is in keeping with the current work of PARIS21 in developing countries.

PARIS21 Secretariat Manager, Dr. Johannes Jütting delivered the keynote presentation on Public-Private Partnerships for Big Data highlighting the different business models that could be adopted in the area of official statistics. In the face of a rapidly changing data landscape, he recommended retooling capacity development strategies in statistical systems to Capacity Development 4.0, veering away from silo approaches and embracing a more integrated one that merges all aspects of capacity from human, technical and institutional. Further, Ms. Millicent Gay Tejada, Regional Programme Coordinator for Asia-Pacific and SIDS presented the paper UNFPOS Implementation in Asia-Pacific and SIDS: Good Practices and Challenges which focused on key achievements of 50 countries in the implementation of 4 principles pertaining to legislation, national co-ordination, use of international standards, and international co-operation.

The Conference also showcased country practices in improving official statistics particularly in the areas of data integration, partnership arrangements at the national, regional and global levels, innovation, gender statistics, modernisation of statistical systems, statistical literacy, big data, administrative data and alternative data sources, amongst others. These topics will inform the continuous improvement in PARIS21’s technical support to national statistical systems worldwide.
