Implementing a data ecosystem approach to tackle climate change
The data and statistics that can inform climate action are sometimes missing, highly fragmented and scattered throughout multiple stakeholders such as national statistical offices, ministries, academia, and the private sector.
To help address this challenge, PARIS21 has developed the Mobilising Climate Change Data Ecosystems (CCDEs): Framework and Toolkit, which promotes a systematic approach to climate change data and offers a pathway to bring together numerous actors involved in the production and use of high-quality data for informed climate action.
A CCDE is a community of interacting state and non-state actors, the legal and policy environment in which they operate, and the available information, infrastructure, and technologies to create, transform and use climate-related statistics and data
PARIS21 has supported several countries across the globe in integrating climate change into national statistical plans. This process produced an assessment of data and capacity gaps, alongside a climate data strategy with a costed multi-year action plan to mobilise resources and align with national priorities. It also strengthened coordination among stakeholders in the climate data ecosystem.
At the regional level, PARIS21 provided technical support to IGAD to develop a climate change data strategy, including an assessment of data gaps—particularly on climate and gender—and key capacity needs to improve the production and use of climate data.
PARIS21 is leading the way in developing a new approach to climate change data
PARIS21 is working alongside Belize, Grenada, Lao PDR and Senegal to implement the CCDE Framework. The work in Senegal is jointly supported by the William and Flora Hewlett Foundation and implemented in collaboration with Open Data Watch (ODW) and the Center for Open Data Enterprise (CODE). This work will help the ministries of environment and national statistics offices of the partner countries strengthen the national CCDEs in the medium-term, through collaboration with other stakeholders within and beyond the national statistical system.
Mobilising Climate Change Data Ecosystems: A Framework and Toolkit
PARIS21 has developed the Mobilising Climate Change Data Ecosystems Framework (CCDE) for national or international actors working on climate change data and who wish to strategically strengthen data for climate action. The Framework guides the data community through a four-step process to identify data gaps, prioritise crucial data and capacities for climate action, and mobilise resources and actors to facilitate evidence-based decision making. The framework also contains a set of tools to implement the four steps.

Launching the Climate Change Data Ecosystems Framework in Senegal
In July 2024, PARIS21 held a regional workshop in Senegal together with the Agence nationale de la statistique et de la démographie of Senegal. The event brought together officials from National Statistical Offices, civil society organisations and line ministries from across the region.
