PARIS21 2024 Programme of Work and Budget

This document describes the proposed Programme of Work and Budget (PWB) for the PARIS21 Secretariat in 2024, supporting the ambition of our 2021-2025 Strategy and our Results Framework. It is built on extensive consultation with our partners, including through our 2023 Fall Meetings. It directly captures some of our responses to the mid-term evaluation recommendations. The PWB 2024 was approved by the Executive Committee on 19 December 2023.

PARIS21 Strategy 2021-2025 Mid-term evaluation

In 2023, PARIS21 reached the midpoint of its 2021-2025 Strategy and commissioned this formative evaluation to review the progress made towards its strategy thus far. This mid-term evaluation was mandated by the Executive Committee (ExCo) following the Secretariat’s proposal, and seeks to assess its progress and activities, aiming to provide actionable insights.

Envisioning a Climate Change Data Ecosystem: A Path to Co-ordinated Climate Action

Countries around the world urgently need more and better data, analytical tools and information to create solutions to the climate crisis. While much of the data already exists, it is often difficult to find, access, and put to use. This scoping paper is a first step in the journey towards a more integrated and flexible system to help countries untangle and unlock data and put them to good use on tackling the climate crisis.

It helps the public to understand the neutrality and independence of national statistical offices (NSOs), and the value of national statistics as the basic building blocks of governance and policy making. This drives greater acceptance and use of national statistics by the public, journalists, and policy makers, thereby bolstering civic engagement.

Mobilising Climate Change Data Ecosystems: A Framework and Toolkit

PARIS21 has developed the Mobilising Climate Change Data Ecosystems Framework (CCDE) for national or international actors working on climate change data and who wish to strategically strengthen data for climate action. The Framework guides the data community through a four-step process to identify data gaps, prioritise crucial data and capacities for climate action, and mobilise resources and actors to facilitate evidence-based decision making. The framework also contains a set of tools to implement the four steps.

Recommendations to Improve Communication of Agricultural Statistics for African Countries

This report analyses the existing challenges and opportunities in reinforcing data communication within national statistics offices and agricultural statistics units across Africa. Understanding that empowering societies to make informed decisions based on statistical information requires an intricate and complex process between many actors, this report explores the need for development of statistical skills within communication offices, the enhancement of communication skills among statisticians and the promotion of data literacy among stakeholders. Recognising that funding plays a critical role, this report also delves into the opportunities that can be implemented with available resources.

Toolkit for Mainstreaming Child Rights into Strategic Planning for Official Statistics

Supporting the rights of children (people under the age of 18) via official statistics is a significant obligation, opportunity, and challenge for a wide range of stakeholders. No one body is responsible for mainstreaming Child Rights into statistical system planning. Official statisticians, UNICEF Country and Regional Offices, government, NGOs, bilateral partners, international and regional organisations need to work together.

This toolkit supports stakeholders throughout the planning process and informs how to best to make the business case for investing resources.

A Pragmatic Approach to Developing a Comprehensive Gender Capacity Framework: A Companion Report to the Gender Data Outlook 2024

This paper provides an in-depth review of existing indicators on gender data capacity and use. Based on the results of the review, the paper puts forward a comprehensive new framework for understanding gender data capacity, which aims to provide a tool for assessing the maturity of statistical systems in terms of how they produce, use and disseminate gender data, and how these data are taken up outside national statistical systems.
