In this paper, Partners for Review (P4R) and the Partnership in Statistics for Development in the 21st Century (PARIS21) disentangle the factors that are preventing countries from getting the most out of their data ecosystem. The analysis provides a straightforward approach to strengthening statistical capacities, taking into consideration different levels and types of national capacities. This latter is crucial to improving evidence-based reporting structures and making the "follow-up and review" cycle required by 2030 Agenda more effective and efficient.

Gender Data Outlook 2024

Over the past five years, PARIS21 and UN Women have collaborated to respond to the need for more and better gender data. This collaboration has involved specific efforts to integrate gender into national statistical planning and programming. To address the critical question of how diverse investments in gender data translate into meaningful change for women and girls, PARIS21 and UN Women are introducing the Gender Data Outlook (GDO), that will assess countries' levels of statistical maturity using the new global framework and corresponding overall measure for gender data capacity.

Gender statistics and indicators provide an evidence base to develop and monitor policies and programmes oriented towards reducing gender inequality. However, the availability and accessibility of gender statistics can only truly help advance gender equality where this gender data is taken up and used to drive meaningful policy change. Until recently very little was known about the role of gender statistics and gender data in policy making in the Maldives. To address this knowledge gap, in 2023, MBS and MSFD partnered with PARIS21 to implement a joint study exploring the barriers and enablers of gender data use in policy making in the Maldives.

While financing for data and statistics appears to continue its trend of stagnation in 2022, the configuration of donors and modalities is increasingly complex. Traditional donors continued to work under budget constrained conditions, and new donors - notably from the private sector - are increasing their funding. However, this is not a like-for-like exchange and the implications for countries who are seeking to strengthen and reinforce their statistical systems and increase their data production are not yet understood.
