Fit for purpose legal and regulatory frameworks are essential to promote an effective functioning national statistical system (NSS), empower national statistical offices (NSOs) to steward the data ecosystem, and ensure the delivery of quality data for informed policymaking. Yet, several NSSs continue to operate under outdated legislations, particularly in least developed countries. PARIS21 supports the modernisation and development of stronger statistical laws and frameworks to enable the production of better data in low- and middle-income countries.

Voluntary National Reviews (VNRs) are a crucial tool for countries to monitor the effectiveness of their policymaking to achieve the 2030 Agenda. To do this, VNRs need to be informed by robust, comprehensive and user-friendly official data and statistics. PARIS21, a custodian agency of three SDG indicators, strives to improve national and local SDG reporting by helping National Statistical Offices (NSOs) to strengthen their quality and co-ordination roles as well as data-to-policy alignment in the VNR process.

Strategic planning for development data

Better data and statistics are critical for setting development targets, measuring progress, and accelerating action. These crucial data come from various sources such as censuses, surveys, and administrative records primarily managed by national statistical offices (NSOs) and other actors in the national statistical system (NSS). Given the intrinsic link between these actors, efficient coordination, collaboration, and planning should be ensured for robust data production, dissemination, and use.

Whether it be through technical assistance, guidelines and toolkits, or training opportunities, PARIS21 supports NSOs in developing strong, well-functioning NSSs to ensure the production of timely and quality development data as well as promote uptake and use for better policy and decision-making.

Statistical leadership and management training for middle-managers of the national statistics system

PARIS21's Leadership and Management training programme targets middle management in national statistical offices and the national statistical system. The training programme supports middle managers in providing strong leadership to ensure that data and statistics are produced and disseminated, that statistical standards are in place and adhered to, and data quality is assured within the entire NSS. The training programme supports the acquisition of appropriate leadership skills, which will allow middle managers to provide effective leadership and management at institutional and systemic levels.
